In 2009 the rail industry, through the Sustainable Rail Programme, published the Sustainable Development Principles (SD Principles). Ten principles that are fundamental to the role rail can play in a sustainable transport system, and fundamental to the sustainability of rail itself.


This sixth annual edition of the Long Term Passenger Rolling Stock Strategy (RSS) follows previous editions in setting out a range of forecasts for the likely size and mix of the national rolling stock fleet required to accommodate future passenger numbers over the next 30 years to 2047. It continues to draw on outputs from the rail industry’s Long Term Planning Process but has also considered recent developments, including the as yet undetermined impact of Brexit and the changes in electrification and train power strategy announced by the English government.

Clean growth means growing our national income while cutting greenhouse gas emissions. Achieving clean growth, while ensuring an affordable energy supply for businesses and consumers, is at the heart of the UK’s Industrial Strategy. It will increase our productivity, create good jobs, boost earning power for people right across the country, and help protect the climate and environment upon which we and future generations depend.

The first sustainable development review of GB mainline railways: explores sustainability in the context of rail; summarises sustainability performance; and illustrates the industry’s response to the sustainability challenges and opportunities.

The RTS Capability Delivery Plan (2017), and supporting online resources, identifies twelve whole system ‘Key Capabilities’ that the railway needs to develop in order to meet the industry’s objectives of increasing capacity and improving customer service in a sustainable and affordable manner.
